The current situation in the region, with all the conflicts, disputes, and crises that have erupted since 2011, and the increasing number of fronts on which Arab nation-states in general, and the Gulf Cooperation Council (GCC) states in particular, are engaged, has necessitated that their governments be prepared for all eventualities and security and strategic changes imposed by the international, regional, and local strategic environments surrounding the Gulf region. This includes addressing the evolving challenges to the national security of the region's states, especially the smaller ones. Perhaps the first (and traditional) step in the transition from a tribal logic to a nation-state logic is building and forming "national" armed forces and strengthening their military capabilities to be able to confront any potential external aggression. The cornerstone of building any national armed force is implementing a system of mandatory military service. The United Arab Emirates began this process, exploring the implementation of mandatory conscription and the formation of national armed forces during the era of the late Sheikh Zayed bin Sultan Al Nahyan, and implemented it in 2014, following the lead of Qatar. This book begins with the central premise that the enactment of the National Service Law in the United Arab Emirates will have significant implications for analyzing and understanding the dynamics of Gulf political action. This raises numerous questions about the timing of these decisions, given the intense polarization and turmoil currently gripping the Gulf region and the Middle East in general. This turmoil stems from the sharp rise of radical movements and extremist ideologies among Arab and Gulf youth, recurring popular uprisings, sectarian and ethnic divisions, the spread of transnational terrorist groups, and other factors contributing to violence, instability, and the threats they face.
